Former Bush Comm Director. Is he arrogant when he makes the following statement about the Bush Tax Cuts?

this is the quote of what he said about the tax cuts for the upper 2%: "We knew that, politically, once you get in into law, it becomes almost impossible to remove it. That's not a bad legacy. The fact that we were able to lay thr trap does feel pretty good, to tell you the truth." But it was not the Dems they laid a trap for, it was the American people. How sick is that?
