How Do I keep the food in, but let the snake come and go?

Currently, I am feeding my Garter Snake earthworms, and when I put them in his food bowl, they just climb out, the bowl is about 4 inches high, but they still escape, how do I keep them in, but let the snake come and get them when he wants?
