My 13 year old stepson lives with me, is there anyway I can get custody of him?

My stepson has been living with me every since me and his mother split up two years ago. She rarely sees him and is currently homeless. Is there anything I could do to receive custody of him. His biological father is not in his life and has never even seen him.
