Part time believers............?

I would think that these so called religious extremists are true believers of their faith and are following it to the exact rules of their god yet the other people who practise the same faith in a more mild mannered way are only part time believers who alter their faith to suit themselves, so many religions and religious laws have been changed or tweaked throughout time by religious leaders and others to appease the thinking of people af the time, what do you think?
