Seeking an arrest warrant?

Since an arrest warrant is not needed to make an arrest in a felony case, when would an arrest warrant be issued? And How do you determine when an arrest warrant is necessary? For instance, if there was a burglary or any other type of crime, and you find fingerprints that belong to a stranger of the victim. Would it make sense to get a warrant for their arrest without first questioning the suspect? The suspect might have an innocent explanation behind the prints. I am just wondering how this is determined during the course of an investigation. I know technically all that is needed to get an arrest warrant is PC (probable cause), but it many if not most cases PC is not enough to get a conviction so would it make much sense to seek an arrest warrant with just fingerprints inside of a location that has been burglarized, or at any crime scene.
